The Chinese during Mao's era and until the 90s were dirt poor dirty, scummy and as intelligent as Indians. The Chinese were poorer than India and even some African nations in the 60s. It took only Deng Xiaoping in the 70s and the future planning of the Communist Party in regards of industrialization to turn China what is it today. I believe that India would turn differently if they focused on centralization or did not experiment with the worst aspects of capitalism and socialism.

I think it's more about the culture. Back then you would have some difficulty with education, especially if you weren't in the capital or near it. Present-day India has technology, is moderately rich, some infastructure (in the form of railways), and unfortunately for the rest of the world, internet. What do they do with this? Shit on rails, die of dysentery, and funnel most of the money to top-ranking officials while the average jeet is probably chilling in the Ganges as a bloated sausage. What is really needed is a big change in culture and jeets are too retarded and stubborn to do any of that geg
