To me, the latter is something done impulsively, with little to no regard for how the situation will turn out. Hate crimes are poorly planned and driven mostly by strong emotions. They tend to result in low kill counts and extreme remorse, if not suicide by the perpetrator. An example of this would be the San Diego shooting.
A terror attack, on the other hand, is an attack that was meticulously planned and professionally executed. The perpetrator was truly determined to execute the attack. Examples of this are Christchurch and, of course, Utoya.
Breivik's performance is really something to behold.
