Racism is more specific to cultural groups sharing a bordee or territory, though it's not so much racism but self identifications. Prime examples Hutu/Tutsi war and Yugoslavia, though both aren't due to single issues like cultural/ethnic background but strain that occurs over time from many different issues(economic/famine/disease/cultural change, etc.) which pushes stronger cultural self identifications which can erupt in violence and war. It's not so much a problem if its people separated by territorial borders since the need for the racism is feeling offended which stable borders(including stable immigration) helps prevent, but it can be if those borders are constantly changing and infringed upon like two expanding nations. Lots of parts take a part in what's classified as racism but it's still something that can exist based on the situational context.
