Parent prosecuted over child's school absence

What are your thoughts on this? Being fined because your child has been absent from school, it does enforce some sort of engagement in education but is it perhaps too harsh? Let me know your thoughts.

In canada, they are implementing a attendance policy for grades but the problem is that if you miss one day of school either due to illnesses or family emergencies your grade would be fucked over

Same thing for New Zealand but medical and family emergencies have a pass, why is it that Canadian students get fucked over even the most reasonable reasons/stuff you can't control? (From what I'm perceiving)

That's something I can imagine the current government is trying to implement, forcing the students to have their thoughts wired the way the government wants or they will pay a fine of x amount, maybe even draft them into a war? For now I can only see this as a way to reduce child negligence, parents having a tendency to let their children to be absent from school for a long period of time, costing and wasting away the school's finance.

This idea that the state can persecute parents simply over their child being absent from school too much is fucking insane and everybody responsible for pushing these laws should be charged with treason or if they're already dead, their graves should be defaced.

I get that you want people to be functional members of society and not illiterate. However the fact of the matter is if the kid was absent from school that means he or she was already IN school. Meaning it's not like they weren't already educated/receiving education.
In my opinion you should only HAVE (meaning legally) to educate your child enough that they can be a FUNCTIONAL member of society. IE Reading, Writing, Math, Logic, etc. Anything after that should be the choice of the parents and the child if they wish to seek a further education.
Most of the West's education systems are atrocious though. Rather than allowing kids to pick a career path they'd want and focus on it throughout all their schooling they're instead forced to take a little bit of everything, which in turn leads to them learning nothing.

TLDR I don't think the state should be able to do this
