The overwhelming majority of serial killers who targeted women started by enacting their murder fetishes on themselves by crossdressing before accumulating enough confidence and bloodlust to begin killing. If we lived in a sane world he would be straight up executed for these videos, or at the very least sent to an insane asylum with no chance of release under any circumstances. But unfortunately nothing will be done about him until he actually starts killing people.
