To start off, most of the economy recovery and public works - including the Autobahn were inherited from the Hindenburg presidency and were projected to be finished regardless of the Nazi's role in the government. As for unemployment, it was a sleight of hand done by removing women and persecuted minorities from the official statistics. By 1939, over 37% of the German workforce was women, which the Nazis tried to obscure because it contradicted their own ideology. Debt was mainly deferred through MEFO bills, which facilitated somewhere between 12-35 billion Reichsmarks in financing for Nazi rearmament, peaking at around 6% of GDP in 1936. These off-budget promissory notes allowed military funding without parliamentary scrutiny or immediate inflation. The system's opacity concealed true public debt and fiscal instability. Expenditures conducted through MEFO bills did not appear on government documents, which enabled the Nazis to the extensive rearmament.
