Together with Black Codes and laws criminalizing poor migrant workers, a stable business cycle of enslaving and renting out slaves was created between the police, judges and local industrial notables. The business was successful enough for the Nazis to point and laugh at it, which created a bit of an embarrassment Congress had to address in 1939.
