As soon as you make it acceptable to import foreigners to fill any vacant position, you make it economically uncompetitive to raise children within the country. The government realizes they don't have to spend money on schooling, and employers don't have to spend money on wages that can raise a family. All they need to do is import fully grown adult workers from another country, with the additional bonus that they'll be willing to accept even lower wages than the resident population. No wonder birthrates are declining when entire societies outsource the means by which they grow their population. It will always be cheaper in the short run for a society to import foreigners than to raise an entire generation of children. Yet the issue becomes worse and worse as fertility rates decline. This process will only accelerate if it is left unchecked.
