Most leaders are intelligent. To some degree this is necessary, but I would argue that far more valuable than an intelligent leader is a perceptive one. A leader of supreme intellect may be intellectually superior but lack the ability to base his thoughts on reality and practically apply them. He would mostly have abstract concepts of what to to do and what not to do. What is far more valuable is Perception. A perceptive leader with moderate to above average intellect will be far more capable than the former leader. Capable of integrating intellectual concepts within the present system in a practical way where to the former it can only be an abstract concept.

You're saying that perception is the application of intelligence to accomplish a real goal. Personally I would describe this as a "practicality" spectrum with Ideology and Fantasy on one end and Pragmatism on the other. Obviously it's better for a leader to exist on the pragmatic side so they can suggest specific policies. Is that essentially what you're saying? Otherwise they end up serving more as an artist inspiring a movement rather than leading it.
