Personally I would describe this as a "practicality" spectrum with Ideology and Fantasy on one end and Pragmatism on the other. Obviously it's better for a leader to exist on the pragmatic side so they can suggest specific policies. Is that essentially what you're saying? Otherwise they end up serving more as an artist inspiring a movement rather than leading it.
