I think it's naive to assume that those in power do evil simply out of self-interest or love of money, power, etc. I think it is a very real possibility that powerful people become evil in a completely irrational sense. That is to say, they will dedicate time and money to doing evil things, even when it does not benefit them materially.

A variety of factors. I think power does partially corrupt people, though I don't fully subscribe to that idea. I also think that society as a whole has become more evil, not just powerful people. But ultimately I can't know their hearts.
