They have an entire social class of settlers who live in rural areas, especially in the relatively recently acquired territories and around the West Bank of Jordan, and those guys get free gibs from the government to live comfortable lives while making children. Also religious students and rabbis I think get free gibs too. Both groups have an average of like 6-7 kids per family. All paid for by the Amerishart tax dollar.
