For inter-nation politics keeping blackmail is essentially career suicide if anyone ever find out your doing it. It's one thing if whatever your have is public information and mate just scummy, but it's another thing entirely to deliberately keep information about people that could be damaging. Blackmail destroys the most fundamental part of governance between Elites. Trust. If they find out you have material on them they will likely become and enemy, and you may not know they know until it's too late. If your political allies see you keeping blackmail material they are more likely to become paranoid about working with you and turn on you or ice you out for their own self preservation
