I believe what stopped us from going back originally was because it was basically a suicide mission (radiation poisoning), and there was no monetary or strategic value to being on the moon. Mining was unrealistic and the moon was to far away to justify having a military base there.

also this but helium 3 mining for fusion reactors does exist and I wouldn't be surprised in the near future when we finally have fusion reactors there would be large scale mining operations on the moon
