My assumption is that they didn't want to get in trouble because black people were more likely to sell the drugs on the street. They were getting paid a lot by pharmaceutical companies for meeting quotas of opioid prescriptions every month and they didn't care if their patients got way more than they needed and got addicted. They just couldn't have the illicit sale of pills be traced back to them.
