Probably at least a little bit. I don't think anyone seriously argues that ethnicity doesn't translate to intelligence at all. It's more so a question of how profound the effect is.

It has come correlation and effect, but it's not definitive, as environment does play a role. Having read the Bell Curve (misinterpreted by those who espouse and disavow it), it shows that environment can influence intelligence, however, the rate at which humans evolve will always exceed the rate at which any alleged social inequalities may be amended for. There's always the flynn effect as well, and IQ fluctuates within groups and must be analyzed individually
