Tfr among religious isn't that surprising, if you only look at the tfr of conservatives in the US for example, they're basically still above replacement and haven't changed much for 30 years, they've had higher birthrates since at least the 1930s… Again, if you look at secular ashkes they'll 100% be like <1.6 tfr.
I also think it probably has to do with Isrsel's circumstances… war tends to increase fertility rates for example
