Fair enough, but even then Britain at the time far better representative of the "unfettered capitalism" that is said to be characteristic of Gilded Age America. When America was crafting a leviathan at home in anticipation of the empire-crafting that was to follow in the Progressive Era, Britain was actually led by fairly consistent laissez-faire liberals like Gladstone and Victorian values were understood to be the values of a highly moralizing yet entrepreneurial petit bourgeoisie.
