I do think weather balloons have value in warfare doe. They're cheap, have a tiny radar signature, and are annoying to take down. I said in another thread that I think they could use a laser on one to guide glide bombs but I'm sure they also have use in recon and electronic warfare. And you can't throw use hydrogen all you want it's just a 50k robot on a ballon.
