These people, like all other Mongoloids, were primitive and stupid tribal savages who never really had a true organizational order. They only were primitive nomads who could live a stupid nomadic lifestyle. At least, finally they've been relocated thanks to Russian settlers who came to expand European/Aryan influence into Asia.
Fact: All Native American people also came from Siberia too, but they are too numerous to list here as well.

Accurately, the demographics changed a lot. Before 1600, there these Mongoloid savages were the predominant population of the Siberian region. But after the Russian takeover and settlement. It became civilized thanks to the Russian settlers and now the Russian settlers from the West now make up over 90% of the population.

Siberia was formerly predominantly Asiatic prior to the Russian takeover. There used to be millions of them. Sometimes the Mongol Empire had some territories that were in it and even when Marco Polo came he recounted Mongol stories about a kingdom of "perpetual darkness" (that being Siberia given how northernly and bitterly cold it is). After the Russian takeover, the indigenous Siberians (which are the native Asiatic Mongoloids that live there), began to steadily decline in terms of population numbers due to disease. Today, Siberia is predominatly Russian and therefore predominatly European. (the original Asiatic natives now make up less than 5% of the population.)
The Manchus specifically themselves once ruled China (Qing Dynasty) until 1912, the Qing dynasty was a nation that was very hostile to Russia. (both Russia and China (Qing) had numerous conflicts, especially during the 1900 Boxer rebellion.)
