Federalism is a compromise that empires have to go through to avoid total dysfunction and is inferior to confederalism. The positive you mentioned about not having to leave the country to get different legislation is moot if federal legislation sucks, which is partially why the US went into the shitter recently. If the USA was a confederation to begin with there wouldn't have been a civil war because the separatists would have 0 reason to separate over legislation in a different jurisdiction. If you really don't want any separatists, either (1) don't force a unision a fucking nation so big that separatism would be inevitable or (2) consolidate power to the point where it being a federation is in name only. The state being the state, the latter is chosen.
