The 14th Amendment, Section 1, which defines citizenship and guarantees equal protection under the law for all persons born or naturalized in the United States.

However in order to be Naturalized in the USA you have to follow these steps first

Be at least 18 years old
Be a lawful permanent resident (green card holder) for at least 5 years (or 3 years if married to a U.S. citizen)
Have been physically present in the United States for at least 30 months out of the past 5 years (or 18 months out of the past 3 years if married to a U.S. citizen)
Be able to read, write, and speak basic English
Pass a background check and demonstrate good moral character
Demonstrate knowledge of U.S. history, government, and civics

No one is working on a green card and living here for 5 years without leaving the USA. and they don't seem to be obeying our culture and laws. And lastly there are tons of people who don't even speak English let alone know our laws, history and culture.
