all thoose achievements are not major, they are a result of human feeding of the base. the base is the achievement. germs had no base and all thier non civilization achievements (the ones that you shoved) are a result of personal results and are used only to destroy and not to create, so they do not matter in general.

the small achievemets (resulf of a one human or a team) are either/mix result of constant war(germs) or great civilization(China).
while total war can bring them fast, it's not a civilization achievement, it's the fact that the achievements will have more negative impact than positive, and therefore do not count as achievements.
