The target of a ban is never for it to be 100% effective, only effective enough for the cattle to obey.
The overwhelming majority of people have been porn-free for the entire human history until the boomers showed up and decided to ruin everything by obeying their jewish masters, the same their parents got killed for helping, zero pattern recognition.
You need a very powerful stigma and a very costly consequence. Since porn isn't really defensible in any way and it's addictive effect can be easily be obtained by getting laid, potentially marrying and forming a family, there is no reason an effective ban wouldn't work.
