It's primarily due to the infrastructure in kashmir and the overprevalence of the Iranian Zagrosian peoples (Pictured above) and the Indian andamenesoid mixed peoples (Also pictured above) that are prevalent in these areas that literally drag down their society.

If you seperated the whites and gave them a European society in central asia, I guarantee they would have similar cultural aptitudes to Eastern Europeans.
