lets suppose you have a city with 500 companies
they all say: we need roads
so they think of a plan, each one of them pays 1 dollar for 1 km of roads and becouse they need 500 kms so they all pay 1 dollar.
but then 1 compny thinks, "well i dont need top pay, taxes dont exist so im not forced to do so!"
and so nowyou have 499 companies paying and still 500 dollars to be paid. and so another company has the same idea and so on. and then you realisee that neither company paid for the roads. but lets suppose that those 499 companies did pay for that road, Can that last compny use that road? Of course! Becouse the road is 1st a public good, and 2nd not allowing that company to trade would violate the NAP.
Also add the fact that each company has their own idea of how the roads should look and who should build them, and you have a real clusterfuck
