It's complicated. It's true that most if not all religions contain dogmas that prevent innovation whether soyentifical or philosophical in a certain field. For example, the church and heliocentrism. But it's also true that many religions also promote knowledge, and in some epochs in history in which there were virtually no secular scientists, religious institutions filled that space left behind.
In my opinion religions provide a foundation for innovation but once there is a strong base of secular scientists then they outgrow its purpose and only hurts soyence by tripping its progress because of dogmas. For the West, that moment was the Renaissance.
