HOI4 in it of itself is a decent-to-shit game, i would still recommend buying it though because the modding scene is really active and varied

Hearts of Minecraft, hands down my favorite mod
The New Order, more narrative than gameplay but it's fun in a fanfiction way
Fallout Mod, same as above except it's actually fun Fallout fanfiction instead of gay "muh grimdark"
The Metro mod is fairly incomplete but there's a couple of nations worth going through
There's also a Cry of Fear mod where Hitler comes back to life and allies with the monsters from Cry of Fear, haven't played it but surely it's worth a try

There's also Kaiserreich which I haven't played, but heard nothing but good things about

It's fun and addicting, not too deep once you get the hang of it, from outside it looks like a strategy game, but single player it's more like puzzle: Small shithole? If focus tree, you probably have an OP path, if no focus tree just get Communism for manpower, spam infantry afterwards. Big nation? Spam infantry with CAS and Anti-Air, maybe even space marines, AI is too retarded to do anything. There isn't really much difficulty.
