He's half correct
Arabs collaborating with the west will not make them propser like japan did in the 20th century. This is because America was very afraid of the Soviet Union's influence, which is why the west heavily invested in europe and japan.
Over time, the soviet union's power faded and the world became Unipolar, therefore when the west intervened in middle eastern conflicts it didn't feel the need to invest and make the populace happy, because there's no other superpower that can threaten the West's hegemony in the 21st century.
The west doesn't care if arabs live in shitholes because there's no actual threat to them. Al-Qaeda? ISIS? What airforce? What nukes do they have? They're not a threat compared to the 20th century's USSR.
