In 1953, Stalin calls Khrushchev for a private meeting, hands him three envelopes, and says: "Comrade Khrushchev, I choose you as my successor. I want you to take these 3 envelopes, they will guide you in hard times. Open the first one when I die, open the second when you face problems, and open the third only when things go really really bad."
Soon after, Stalin dies and Khrushchev opens the first envelope.
"Seize the power."
Khrushchev does everything he can and seizes control of the Soviet Union. A few years pass, and people begin to protest the economic problems, so he opens the second envelope.
"Blame everything on me."
He follows Stalin's advice and blames everything on Stalin, and the problems calm down for a while.
A few more years pass, and things get really really bad. People start questioning both Khrushchev's leadership and the legitimacy of the Soviet Union itself. Khrushchev decides it's time to open the third envelope, hoping Stalin's wisdom will save him. Inside, he finds just one short sentence:
"Dear Khrushchev, at this point, just write three envelopes and find an idiot to take your place."
