After WW1, Italian veterans returned home feeling like they got the short end of the stick, and that eventually led to the end of the old regime and the rise of Fascism.
Putin has to coopt this phenomenon.
This also means that a loss in Ukraine, which seems unlikely, or at least a weak victory, will lead to a post-WW1 Italy situation in Russia

Well, personnel is policy. After 3 years fighting, it's easy to imagine that the veterans have become fairly radicalized, at least on nationalism and anti-americanism. Of course, they will have to toe the line with the Putin regime, but the government has been moving to the right since the war began, and a lot of its gay elements might be attributed to the power dynamics of the coalition behind Putin, which, has I said, has been moving right since the jewish oligarchs fled to Israel and the war began
Also, we must consider that the power dynamic of the Kremlin means that outside of loyalty to Putin and a few key policies, most bureaucrats do have some sort of freedom of action in their decisions.
Another important consideration is that eventually this large mass of veterans will have achieved enough government experience to actually either reach the Kremlin or at least become a kingmaker in Moscow.
