That was the state, the guy that did it was a lab technician that was wanting people to buy his anthrax jabbies. That's why it doesn't happen, to make a bioterrorism attack that is more than a mere nuisance you need plenty of resources and a degree in microbiology to develop the delivery system and a large enough colony of the disease to infect people fatally
