Cesar is technically part of the coast, however when we talk about costeños we generally mean Magdalena, Atlántico (where Cartagena is located) and Cordoba with La Guajira being it's own shithole. I used to live in Magdalena for a few years (to clarify, I originate in the andes) and it smelled like shit due to the poor sewer infraestructure, the people were generally tan-borwn mestizo (as the majority of Afro-Colombians concentrate in the pacific coast) and the people were very scummy if they perceived you as an outsider even if you both were Colombian. Ironically when I went on vacations to Cordoba where I saw more blacks they were nicer to me in general.
