No change of guard or better training will rehab this group, because these men want this future without immigrants/dissidents/"undesirable" populations in the picture. Much like cops, you can give em all the most comprehensive deescalation training on earth, but they'll still kill and terrorize black and brown communities with little repercussion, since the cruelty and racism is also endemic to policing.
