I don't know, but this is my take on how it should be done:
-3 year transfer ban
-Pay back the 900m euros they cheated
-30 point deduction for the next 5-8 seasons they are in the premier league. No UCL football would cripple them, it would take them back to the old Man City
-Never let the Abu Dhabi group have ownership of an English club ever again

Optional punishments:
-Even longer transfer ban + pay fines to other clubs
-Relegation to league two

Realistically:
-Basically what i said before
-10 points deduction for Everton
