Like you said, the empire has to use every mage it can. Mages are very rare and exceptionally powerful. They can change the course of an entire battle so seeking them out and training them as soon as possible would be in the states interest. Obviously there are limits to what children can do which is why other than Tanya who is really just an adult in a child's body, the youngest you see is teenagers.
