I think it's impactful because it's a narrative shift in how Shinji is portrayed. Throughout the series Shinji is shown as being passive to a detriment. He is constantly acted upon, his only "actions" are retreating. Such as when he tries leaving NERV a couple times and self isolating as he downward spirals at the very end of the show. He is without control throughout most of the show, sometimes literally like when Unit 01 crushed Toji. His cowardice serves to be his most negative feature juxtaposed to Asuka's overconfidence. Thus, in End of Evangelion we see Shinji reverse the roles. Now Shinji is outwardly malignant, jerking off on Asuka's comatose body and strangling her, heavily contrast against the passive and meek Shinji we see for most of the show. Also, I remember watching it at 14 and heavily relating to Shinji so seeing him do that was really a blow to how I perceived the show. Which is afaik what Hideki Anno wanted since he was going against obsessed Otakus who also related to Shinji. I haven't watched the show in years doe so some of this is inaccurate but I should watch it again since EoE is keyed.
