This used to be common practice in the 80's and 90's especially. Japan got the cutesy artwork, US got the edgy artwork, and EU either had one or the other. Picrel as an example

I cannot think of a case in which u.s had the best art. Golden axe for example had in japan and europa a box art metal as fuck, whereas in the u.s it was much more generic.
Its also curious that some american boxart was almost intentionally getting things wrong like streets of rage 2 where max and blaze look nothing like in the game.
