I think 12v12 is kinda overkill. It doesn't seem like the other servers hit 24 players often, and I'd imagine l4d2 versus has a lot less appeal than a game like CS:S or TF2.

Bot/Bots only appear if there are less than 4 players on the survivor team
If an extra survivor joins mid game they will be dead until next round
Starting tank health is 7500 up to a max of 19500 hp if survivor team is full. In other words, tank's health scales depending on the number of survivors
Changed charger's health from 1200 to 1000, and smoker's health from 300 to 250
Made witch a little less aggressive
Made tank's burning time 150 seconds
Don't forget to change server config and make backups
