Yes. Ubuntu is goyware, but a good start for a Windows user. Use LMDE/Devuan if you want a better beginner distro (or normal Mint if you want to stay on Ubuntu without having your OS glow) or Fedora. Some people will recommend Arch based distros like Artix, but they're harder to set up for nufags and tend to be unstable.

It's a very stable distro that just works. I used it and I liked it a lot. Best DE in my opinion is XFCE or KDE if you want it to look like Windows. Devuan is basically Debian but without (((SystemD))), but that's a whole rabbit hole on its own.

ok so the answer to the original question, there is no "better distro to use" it's all about some specs out of the box and DE for UX, because of how package managers handle dependency trees it's not all flowers and sunshine with customizing the fuck out of a distro why you choose a specific one but this is a rabbithole and it's completely unnecessary unless you have some sort of autism.

Distros vary widely for ease of use. Debian is easy while Arch is for autistic turbowizards who know more commands than the amount of times they have seen the sun. So on a subjective metric, yes, there are better distros to use.
