Libreboot has built images with nonfree binary blobs since November of 2022. Examples include:

it doesn't run me_cleaner at all. It only flips the HAP bit, which is a register added by intel which only promises to disable the ME after bring-up.

It's not a preconfigured solution and requires what some call tinkertrannying, but you WILL fork Canoeboot if this bothers you.
