I'd rate the design a 3 because there is:
no soul
horrid font
misplaced for a 'home' page, all home pages should start with an introduction for what the site is with an about for further details (albeit this about may be better suited with 'links') The most immediate improvements would be to leave the copied image in favor of an actual graphic moved just to the left of the home page, to make the text bigger and change it to something better, inserting graphics when needed, etc.

it has sovl and class, not bad but hopefully this isn't the finished product.
I'd like the links to be a different color, or at least to have some highlighting if at all possible.
I like the position of the body, leaves room on the right side of the screen for other stuff.
Theme is good, but be honest nobody is going to ever visit your snca techy blog; there's millions on the internet.
Make it as obscure and esoteric / niche as possible and then just let it surf forever.
