If its hidden in a menu that's kinda giga. You should need to look for a donate button because you already want to donate but it should be easy to find. A button to add it to the top bar when it isn't by default is sort of weird doe. Maybe its a good way to say thanks as distro maintainer to enable it? Or maybe its dodging a legal grey area by not pushing as hard for payment
