simplest solution is to just point the webserver to the folder where you download your stuff and use it as a shitty file browser. you can either play it in the browser or copy the link and throw it into mpv, just make sure there's no index.html in the folder

To stream a torrent, all you have to do is enable sequential download in whatever client you use and then play the in progress file with MPV. I'm sure you could make a script using some client's TUI to do this automatically to any magnet but it sounds jank. You should really organize your shit. As far as what you mean by "searching trackers" you can add default ones to check when you add a torrent for potentially more peers. If you want to have a torrent search engine, sorry, just use a web browser

TorrentGODs are very (rightfully) leaky about designing software that streamlines the process of being a leachfag. A program that automatically streams a file sequentially, refuses to seed, and then deletes the file after download is quite possibly the worst thing you could do to the swarm besides literally ddosing it. You will not find something like this publicly and if you do it is probably unjokingly chink malware
