Malaysia is on the level of Romania and Bulgaria which is absolutelly insane for the 3rd world, they have been really succesful and stable (and full of oil wealth)for a long time to achieve that so I would have to say Malaysia. Also Saudi arabia which managed to get to the development level of Poland with litterally infinite money from oil and tourism from the Mecca, but they are considered first world now iirc.

Probably some snca gulf state country if you consider those to be third world, they often give their citizens better living standards than most first world countries but they rely heavily on slave labor from jeets.
