The closest thing to a domesticated human being, really consumerist but not completely useless and can fill midwit level professions without much issue, the majority are easily manipulated with the few who are smart enough to look past propaganda suffering from a plague of mental issues, very complacent and hardly think beyond day to day life, the peasant population of any society they are in - not the most elite organisms.
A majority pardo society naturally gravitates towards authoritarianism, as the latter fills in the pardo's lack of autonomy, it should be noted that this is more of a strongman authority, NOT some religious or national authority, they don't care if the leader is left, right, christian or atheist so long as the leader is a powerful one.
