I remember watching some african podcast about haiti and why it failed in comparison to the other caribbean countries.
My main takeaway from that podcast was:

>What kind of slaves did the french bring from africa to what we now know as haiti.
>Slaves to work in agriculture and doing other general manual labor in the plantations.

The main talking point was that the africans that were brought there didnt have the skills from professions such as engineers and arquitects to build up their nation after their revolution. Meanwhile other countries like PR, Cuba and DR brought in foreign engineers and educator to teach their skills to the population.

Eugenio maria de hostos from puerto rico during the 1880s established the first normal school(school for teachers) where he recruited several foreign-trained scholars and european educators to help revolutionize the dominican republic. In his words he wanted to create "Complete human beings" capable of building on their own countries free societies.

In these examples these foreign workers and scholars didnt come to "Replace" the local working force but to pass on their skills to help them better their countries.

Trujillo also imported foreign engineers and agronomists to build and set up sugar mills, railway lines and modern irrigation systems which created more jobs and boosted the dominican economy(we literally paid off all our debt off of that sugar money)

Haiti's politics were more stricter to foreigners they brought into their country(they wanted to prevent european colonies from forming in their island) so they banned them from owning property. They also only recruited free blacks.

Yes during their american ocupations american military engineers oversaw the construction of roads, bridges, telephone networks, and sanitation systems. But the population never learned how to keep building/mantaining those systems.

Not all migration is bad I have given you both examples of a country where importing foreign workers helped them and a country where only bringing their own didnt do anything for them. I will let you guys takeaway from this what you decide to.
