All four classical Sunni Madhhabs (schools of jurisprudence) unanimously agree that a father (Wali) can contract a marriage for his prepubescent daughter before she reaches puberty. Nisa 6 is about when orphans get access to their bank accounts/wealth, not when a Nikah is valid.
