Members of the plebiscite electorate would assign themselves a partisan affiliation. The listing of a given party's potential candidates will be determined by popular vote within the party: most popular gets first priority, second most popular gets second priority, and so on. The eight largest parties will be on the ballot for members of the epistocratic electorate. Voting will be a ranked choice system, so the epistocratic electors don't just vote for one party, but instead assign each of the parties a weighted voted from 0-7.
