Gospel of Mark, chapter 9, verses 36-47. Here's the core in the King James Version:

It's about real children. Just a few verses earlier (9:36-37), Jesus takes a child, holds it in his arms, and says whoever welcomes a child in his name welcomes him. So when he speaks of "these little ones", a literal child is right there in front of everyone.
It's about leading them into sin, not just hurting them. "Offend" translates the Greek skandalizein, meaning to make someone fall or corrupt them. That fits abuse precisely: an adult dragging a child into something sinful.
It goes straight to bodily desire. Jesus immediately talks about the hand and the eye causing sin. In Matthew 5:28-30 he uses exactly these images for sexual lust. So the passage addresses the abuser's own desire: rather lose part of your body than act on it.
The punishment is the harshest Jesus ever names. A millstone was a huge stone turned by a donkey; being drowned with one was a shameful execution with no grave. Jesus says even that would be better than what awaits someone who harms a child.
