create a board for tech, biz, and fitness and health, irl posting etc..

merge /q/ and news into one board but lock it, so that jannies and admin posts here only. announcements and site update, events will be posted here, there will be one metawhining thread people can post to complain in.
Delete/lock and remove from topbar every other irrelevant board like /qa/. lock /jak/, /giga5/ etc. …
Basically the 5 board plan but with 7, all of them are super serious except for the mainboard.
